Supply of routine goods under a dynamic purchasing system

Summary

The Municipality of Cox is establishing a four-year electronic dynamic purchasing system for the routine, recurring purchase of goods used to provide municipal public services. It covers 31 product categories, including fuel and electricity, agricultural and gardening products, workwear, office and IT supplies, telephones, furniture, food, medical and security equipment, cleaning products, and construction, electrical and plumbing materials. These are goods commonly available on the market; the technical specification and, where applicable, lots for each purchase will be set out in a separate competition. The estimated annual value is EUR 1,000,000 excluding VAT, and the estimated total value over four years is EUR 4,000,000 excluding VAT. A company applies to join in the product categories it selects and, once admitted, receives invitations to individual competitions. Offers are submitted electronically; each invitation must allow at least 10 calendar days. The sole award criterion in every category is the lowest price, scored up to 100 points. Bidders must meet the qualification and compliance conditions and the technical requirements of each individual competition. Offers must show unit prices and the total price, with VAT stated separately; delivery and packaging costs must be included.
