Unarmed guarding, alarm reception and response, and keyholding services in Seville

Summary

The procurement is divided into two lots to provide security at the Social Security Treasury’s provincial headquarters in Seville, its local offices, enforcement collection units and other premises under its responsibility. Lot 1 covers unarmed guarding and protection. Lot 2 covers reception, alarm receipt and handling, call-out response to alarms, and keyholding. The service runs for 22 months from 1 March 2027, with a total maximum budget of EUR 1,516,486.46 including VAT. Award depends on price and lot-specific quality criteria. For Lot 1, in addition to price, the authority evaluates an in-person training course of at least 10 hours for assigned guards, additional service hours up to 120, inspection of a building not used for administrative purposes, and a service delivery plan of at least 20 pages. The plan must address risks, operating procedures and organisational improvements; bids scoring below 20 of the 33 available plan points are excluded. For Lot 2, price accounts for 90% of the evaluation and proof of a site visit for 10%. Bids must be submitted electronically. Bidders must demonstrate the required financial and technical capacity and hold the relevant private-security authorisation and registration for the lot concerned. Lot 1 also has a contract performance condition requiring at least 40% of the assigned staff to be women on permanent contracts.
