Specialist planning of technical equipment

Summary

The tender concerns specialist planning of technical equipment for the GreenLEP infrastructure works connected with a new HOVER and radiochemical laboratories building and CARE at the Helmholtz-Zentrum Dresden-Rossendorf campus. The assignment covers the integration of an approximately 4 MW Power-to-Heat installation, removal of an existing gas-fired boiler, a roughly 160 m³ large heat storage unit, new low-exergy district heating and cooling routes to cluster G7xx, adaptations to the existing energy centre, operational integration, permitting support, fire-safety coordination and overall coordination of the technical planning. The existing energy centre must remain operational during the works. The planning must address the integration of heat, cooling and power systems, technical and hydraulic interfaces, safety and control systems, public funding requirements and the applicable environmental and permitting procedures. The estimated total construction cost is approximately EUR 4,610,000 net. Planned milestones are design start in the fourth quarter of 2026, construction start in the second quarter of 2028, completion of construction in the second quarter of 2030 and project completion in the third quarter of 2032. The contract is awarded in one lot. Quality accounts for 85% and price for 15%. Quality is assessed through the proposed team and its presentation, the approach to quality and safety, commissioning, approvals and coordination. The net fee is the price criterion. The offer must be submitted electronically by 9 October 2026 at 10:00 and must remain binding until 30 November 2026.
