Photovoltaic system for Building 45 at the Weissenau Forensic Clinic

Summary

The tender covers the design, supply, installation and connection of a photovoltaic system with an approximate capacity of 218.5 kWp on the green roof of Building 45 at the Weissenau forensic clinic. The works include solar modules, a roof-penetration-free east–west mounting system tilted at approximately 15 degrees, cabling, inverters, AC distribution boards, a data logger and feed-in management. The combined load of the modules, mounting structure and water-saturated roof substrate must not exceed 3.0 kN/m². Five weather-protected inverter mounting locations must be built, along with four AC distribution boards at the building entry point. The bidder must provide evidence of the solar modules’ output warranty: at least 90% after 10 years and 80% after 20 years. Huawei inverters are prohibited. The offer must include an FGW TR3 unit certificate and test report for the inverters, as well as the manufacturer’s FGW TR4 simulation evidence. Installation is scheduled for approximately 15 March to 4 May 2027; commissioning depends on system certification and is expected in 2028. The scope also includes coordination with the network operator, registration, preparation of documentation and maintenance of the photovoltaic system during the first five years after acceptance. Participation requires the prescribed company declaration and information on relevant experience and registrations; the technical evidence and compliance requirements for the offer are mandatory.
