Survey of Hamburg’s Public Street Space 2027

Summary

The contract covers a mobile survey of Hamburg’s public street space in April or May 2027 to produce georeferenced 360° panoramic images and LiDAR point clouds for approximately 4,350 km of roads. The number of passes required for each road section is specified in the source dataset’s “Anzahl Befahrung” attribute. The mandatory work includes data capture and processing, followed by offline delivery on two external hard drives; the main data delivery is due no later than 12 weeks after the survey is completed. Faces and vehicle registration plates must be anonymised before delivery, at a rate of at least 95%, with 100% as the target. Optional services include a repeat survey in 2029, road orthophotos, a survey of approximately 100 km of cycle and pedestrian routes, and a survey of approximately 152 km in the Hamburg Port Authority area. The bidder must provide turnover figures for the last three financial years and references from the last three years for comparable 360° panoramic and LiDAR surveys. Sample data must be submitted for evaluation; bids without it will not be evaluated. Price accounts for 40% of the award criteria and quality for 60%. Data quality, georeferencing, point-cloud density and accuracy, and data-protection measures are assessed against the requirements in the tender documents.
