Supply of HVO100 diesel in accordance with DIN EN 15940

Summary

The procurement covers the purchase and delivery of HVO100 biodiesel to the fuel stations at six Autobahn GmbH road maintenance depots in Saxony, in the eastern branch’s Dresden area. The fuel must comply with DIN EN 15940, Class A, and achieve CO₂ savings of at least 85%. It must be suitable for year-round storage and resistant to temperatures down to at least −20°C. Its feedstock must meet the RED III mass-balance requirements, and it must not be made from feedstock associated with a high risk of indirect land-use change or from palm fatty acid distillates. The estimated quantity is 3,408,333 litres and the framework agreement’s maximum quantity is 5,112,500 litres. The framework conditions state that no minimum quantity is guaranteed, while the service description refers to a binding minimum quantity; bidders should check the framework price schedule to resolve this discrepancy and confirm the minimum quantity. The agreement runs from award until 31 October 2028 and is automatically extended twice for 12 months unless the contracting authority gives notice at least three months in advance. Each ordered delivery must reach the place of use within three working days; delivery must be arranged by telephone in advance and take place during the specified business hours. Delivery vehicles must meet at least EURO 6. Pricing is based on the previous week’s regional OMR average price, adjusted by the tendered surcharge or discount, with the tendered delivery fee also applying. Price is the sole award criterion. The bid must include, among other items, product and safety data sheets and the required suitability declarations; fuel characteristics and CO₂ savings must be supported by sustainability evidence.
