Framework agreements for general planning services for the infrastructure of BOS radio sites in North Rhine-Westphalia

Summary

The procurement concerns general planning services for the infrastructure of BOS radio sites in North Rhine-Westphalia, divided into two lots. The work covers planning for new sites, alterations, extensions and dismantling at state-owned radio masts, as well as at existing buildings and masts. The planned framework-agreement term is two years, with an option for the contracting authority to extend it twice by one year. The framework agreement for Lot 1 will be concluded with one contractor and the framework agreement for Lot 2 with two contractors. The bidder must be able to carry out technical site inspections, prepare preliminary and detailed designs, structural calculations, building-permit documents, soil investigations, environmental and landscape-protection documents, workshop drawings, bills of materials and final documentation. Price is the only award criterion. The maximum call-off volume is EUR 300,000 net for Lot 1 and EUR 1,175,000 net for Lot 2, but actual call-off quantities will depend on the contracting authority's needs. The bid must be submitted electronically in German by 5 October 2026 at 14:00. Questions must be submitted by 24 September 2026. If the bidder wishes to inspect restricted planning documents before submitting its bid, the inspection must be requested by 18 September 2026 and the relevant personnel must undergo security screening.
