Framework Agreement for the Procurement of Electric Vehicles
Summary
The City of Dortmund intends to establish a framework agreement, lasting up to four years, for purchasing electric cars and vans. It is divided into six lots or positions: 120 small electric cars, 25 compact-class electric cars, 5 glazed small vans, 15 small panel vans, 15 electric panel vans with a gross vehicle weight of 2.8–3.5 tonnes, and 20 electric combi vans in the same weight class. These are maximum anticipated quantities, not guaranteed purchases; the City will order vehicles as needed and pay only for orders actually placed. The agreement runs for 24 months from award, with two possible one-year extensions; it cannot start before 16 December 2026. Vehicle supply includes registration, handover and user instruction. Bids may cover one or more lots, and compliant alternative bids are allowed. Price is the sole award criterion. Vehicles must meet the technical minimum requirements for the relevant lot. For example, small electric cars must have at least 40 kWh usable battery capacity and a 250 km WLTP range, while compact-class cars must have at least 70 kWh and a 400 km range. The general minimum battery capacity for small vans is 40 kWh; for vehicles in the 2.8–3.5 tonne class it is 65 kWh. Charging capability, dimensions, seating and equipment depend on the lot and include requirements for AC and DC charging, safety and driver-assistance systems, and an included charging cable. Bids must be submitted electronically using the prescribed forms with the technical and pricing documents.
