Cross-border project for the sustainable improvement of the ecological and hydrological condition of the Rögnitz – Lot 2 feasibility study
Summary
The procurement concerns the preparation of Lot 2, a feasibility study and concept for the sustainable ecological and hydrological improvement of the Rögnitz River and its associated floodplain and wetland areas across state borders. The work includes analysing baseline data and existing conditions, field surveys, developing proposed measures, updating and creating hydraulic models, assessing flood risks, analysing the effects of measures, preparing a cost estimate, engaging the public and delivering the final documentation. The scope includes collecting limited baseline parameters along 54.586 km, updating the existing model, carrying out steady-state 1D calculations for the Rögnitz section from 22+000 to 45+880 and the Ludwigsluster Canal from 0+000 to 11+230, and assessing MNQ, MQ, HQ2, HQ5 and HQ10 flow conditions. Two public events and, if required, one interim event must be held; five in-person meetings and three digital meetings are also planned. The bidder must submit a compliant tender in German, a project plan and evidence of the team’s expertise. The evaluation covers work organisation, interdisciplinary expertise, experience with permitting and participation processes, and the quality of the submitted documents. Price accounts for 60% and quality points for 40%. The tender deadline is 7 October 2026. The project documents indicate an intended start on 1 October 2026 and submission of the final version by 30 June 2028; another timetable entry states a maximum end date of 30 October 2027, so this discrepancy should be verified with the contracting authority.
