Consultancy for charge and service negotiations between Heidelberg University Hospital and the Association of Private Health Insurers

Summary

Heidelberg University Hospital is seeking a consultant to prepare, support and conduct negotiations with the Association of Private Health Insurers on charges for the hospital’s comfort rooms and elective services. The work covers existing departments and planned comfort-room facilities: 20 rooms at Salem Hospital; an estimated 4 rooms at Orthopaedics Schlierbach, due for completion in Q2 2027; 7 rooms and a lounge at St Vincentius Clinic, due in Q1 2028; 27 rooms and a lounge at the new Heart Centre, planned for 2030; and 18 rooms and a lounge at the replacement Head Clinic, planned for 2033. Existing agreed charges are to be developed further and increased. The existing portfolio includes comfort beds in surgery, internal medicine, gynaecology and dermatology, the Head Clinic, psychosocial medicine and orthopaedics. Current rates are EUR 189 for a single room and EUR 90 for a double room on a comfort ward, and EUR 150 and EUR 75 respectively for comfort rooms located within standard wards. The consultant will prepare and organise negotiation materials and supporting evidence, liaise with the insurers’ association, provide structured progress reports every six months, analyse architectural and planning concepts, and develop the negotiation strategy and supporting arguments. The advisory period must be at least three years, with two to three in-person meetings in Heidelberg each year. The offer must include a binding lump sum for site analysis and negotiation preparation and a net commission percentage on additional revenue achieved through successful negotiations; prices must include ancillary costs. Price and the qualifications and experience of the proposed team each carry 50% of the award weighting. The bidder must provide at least two comparable reference projects completed during the last three years for a German university hospital or a large hospital with at least 900 beds, and demonstrate at least three years of relevant advisory and charge-negotiation experience. The offer must include the proposed team’s profile, qualifications and experience, and a reference list; this presentation should be limited to 25 A4 pages or presentation slides. The completed offer form, minimum-wage commitment and declaration concerning Russia-related restrictions must also be submitted. Offers must be submitted electronically by 29 October 2026 at 13:00.
