Framework agreement for the manufacture and supply of folding cardboard boxes
Summary
Deutsche Bundesbank is seeking a framework agreement for the manufacture and supply of folding corrugated-cardboard boxes used to package banknotes. The boxes must meet the dimensions and technical requirements of participating euro-area central banks and printing works; key requirements include strength, adhesion of labels and security tape, marking and packaging. The agreement starts on 1 January 2027, runs initially for two years and may be extended to a maximum of four years, ending no later than 31 December 2030. Estimated demand over four years is up to 2,929,680 boxes, with a contractual ceiling of 3,750,000; there is no minimum purchase commitment. The framework will be awarded to up to two suppliers, with individual orders placed through mini-competitions. Price accounts for 30% and quality for 70% of the evaluation; shortlisted products must pass a mandatory product test. Bidders must submit the price sheet, technical information and required suitability evidence. Requirements include at least three comparable references from the last three years, appropriate insurance cover, the ability to manufacture and store the estimated quantities, and delivery to all listed locations. Bidders must also provide the required descriptions of their staff, production and storage arrangements, and evidence or descriptions of management, environmental, occupational-safety and IT-security measures. The product test requires free delivery of 120 type 50 boxes, 140 type 60 boxes and 180 type 80 boxes. Standard delivery is generally required within 7 working days for one pallet and within 28 working days for orders of at least 13 pallets. The bid deadline is 29 October 2026 at 11:00.
