Supply of a TLF 3000 tanker fire engine for the Lüdenscheid Fire Brigade

Summary

The City of Lüdenscheid is procuring one TLF 3000 tanker fire engine for its fire brigade, including the chassis and specialist fire-service body. The vehicle must comply with DIN 14043 and be suitable for off-road use: four-wheel drive, vehicle class M and category 3, maximum permitted gross vehicle weight of 15,000 kg, water-fording capability of 1,200 mm and ground clearance of at least 420 mm. The specification includes, among other features, a diesel engine of at least 185 kW meeting Euro 6, a 3,000-litre firefighting water tank, a pump rated at 3,000 litres per minute and a hydraulic front winch with a 50 kN pulling force. The supplier must design, manufacture and equip the vehicle to the detailed technical specification, arrange the required inspections and acceptance, provide documentation, and provide user training and maintenance services. The offer must also cover fire brigade instruction and training, including a one-day off-road course for 12 people. The fire brigade’s complete equipment load will be procured separately at a later stage, although storage arrangements for some equipment must be incorporated into the vehicle. The bidder must provide DIN ISO 9001 certification and demonstrate the required experience: manufacture and delivery of at least 5 TLF 3000 vehicles during the last 3 years, plus at least one equivalent reference vehicle delivered in the last 2 years. The offer must be in German, fully completed and supported by the required technical evidence. The procurement is not divided into lots, alternative offers are not permitted, and the bid must be submitted electronically in text form by 8 October 2026. The contract will be awarded to the most economically advantageous offer; the award criteria and their weightings must be checked in the tender documents.
