Introduction of SIB Bauwerke Day-1 functionalities

Summary

The tender concerns the development and deployment of Day-1 functionalities for SIB-Bauwerke 2.0 MVP, including data migration, adjustments to plausibility checks, reporting, data analysis with BI software, data exchange and creation of key lists/catalogs, offline client and data import/export. The aim is to finalize the MVP for productive deployment and to establish a basis for future extensions and open-source collaboration.
