Managed cloud services
Summary
The tender seeks a dedicated managed cloud environment for three healthcare and construction organisations in Lower Saxony, including infrastructure setup, hosting, operations, maintenance, monitoring, support, backup and recovery. Existing and new applications will be migrated in stages, including directory, database, ELO and project-management applications; the applications themselves will remain the responsibility of the contracting authorities or their other service providers. Service is planned to begin on 1 January 2027, initially supporting about 60 internal users and designed to expand to more than 500 external project participants. The planned initial capacity includes 5 virtual machines, 68 CPU cores, 1,088 GB RAM and approximately 19 TB of SAN storage, plus 6–10 virtual machines, 20 cores, 160 GB RAM and approximately 5 TB of SAN storage. The bidder must provide a dedicated cloud environment located in Germany with no resource overbooking, secure symmetric network connections of at least 1 Gbit/s, managed operations, and availability of at least 99.9%. Requirements include daily backups, SQL transaction-log backups every 15 minutes, secure storage of backup data in Germany, regular recovery testing and documented service levels. Incident targets are: P1 response within 30 minutes and restoration within 4 hours; P2 within 2 hours and 8 hours respectively; P3 response within 4 hours and restoration by the next working day; and P4 response within 8 hours and resolution within 48 hours. Bids must be submitted electronically in German by 2 November 2026 at 12:00. Price is the sole award criterion; the bid must include the required company and qualification information, declarations and price schedule.
