Employee Bicycle Leasing

Summary

The contracting authority seeks a framework agreement partner to establish and operate an employee bicycle-leasing scheme and manage the related leasing, insurance, maintenance, customer-service and administrative tasks. Employees may use the bicycles for work and private purposes. The framework agreement runs for 36 months, with a one-time 12-month extension option. Approximately 1,400 individual leases are anticipated over a maximum period of 48 months, but there is no minimum purchase commitment; the framework agreement has a ceiling of EUR 10,000,000 excluding VAT. The bidder must offer a broad range of new bicycles, including city, trekking, mountain, racing, folding and cargo bicycles, as well as electrically assisted bicycles with assistance up to 25 km/h. The price of each bicycle and eligible accessories must not exceed EUR 7,000 including VAT. The service must include a user-friendly digital portal, an adequate dealer network, annual inspections and maintenance, and comprehensive insurance throughout each lease. Offers are evaluated with a 70% weighting for service quality and 30% for price. Quality assessment includes, among other things, the bicycle range, insurance, mobility assistance, support for employees and the contracting authority, process quality and the digital portal. The offer and required documents must be submitted in German electronically through the German procurement portal by 21 October 2026 at 12:00. The bidder must provide the required declarations, contract documents and evidence of security compliance; further participation requirements are set out below.
