Framework agreement for traffic-safety work, areas 01–07, 09, 10 and 12

Summary

The tender concerns traffic-safety work in the state forests of the Sachsenforst Bärenfels forest district, particularly tree felling and work involving deadwood near roads, paths and other areas open to public traffic. The work includes felling and processing trees, safely removing or storing logging residue and trunk wood, and recording hours worked. Tasks will be ordered individually as needed and paid at net hourly rates. The contract is divided into ten forest-area lots. One framework agreement will be awarded per lot, and no bidder may receive more than three lots. The term runs from 1 January 2027 until no later than 31 December 2029, with two extension options. The total guaranteed volume is EUR 61,500 per year, with annual guaranteed amounts of EUR 2,500–10,000 per lot; the maximum potential volume is EUR 130,000 per year and the maximum net contract value is EUR 390,000 over the full term. Labour and machinery prices must be quoted as net hourly rates inclusive of all ancillary costs. The evaluated price is the average of five equally weighted hourly rates: forestry crawler with winch, universal tractor with forestry winch, terrain-capable elevated work platform, forestry worker and Type B rope climber. Prices for the other required equipment must also be quoted, but are not included in the evaluation. Bids must be submitted electronically by 5 November 2026 at 08:00. Bids may cover individual lots, but all price items for each selected lot must be completed and entered in the electronic system. The bidder must demonstrate at least one comparable project from the last three years and provide PEFC certification for H1 and H2, proof of MVAS 1999 and RSA 21 training, an equipment and workforce list, and the named rope climbers’ SKT Type B certificates, valid G41 fitness-for-working-at-height evidence and first-aid certificates no more than two years old. At least three workers must be present at each worksite throughout the work; the team must be ready within 24 hours for emergency call-outs.
