De-escalation trainings for BuStra, Steufa and Vollziehungsbeamten staff

Summary

This procurement concerns organizing de-escalation and self-protection trainings for staff of Bußgeld- und Strafsachenstellen (BuStra), Steuerfahndungsstellen (Steufa) and Vollziehungsbeamten for 2027 and 2028. The contractor must provide a mix of core trainings for newly deployed staff (1–4 per year, three days each) and follow-on trainings (about 42 for 250 staff and about 8 for 40 officers per year), with sessions typically lasting 8 teaching hours per day (8 x 45 minutes) and 12–14 participants per session. Training days run 8:30–16:30. Initial planning assumes 4 basic trainings and 50 follow-ons per year; actual numbers depend on demand. Training will be conducted in German and will cover contents such as communication psychology, physical emergency techniques, de-escalation strategies, and self-defense; realistic simulations and stress inoculation training (Meichenbaum) are included. Trainings are expected to take place at locations in Chemnitz, Dresden and Leipzig; equipment such as protective vests, mats and presentation tools are provided by the supplier, while trainer teams must include at least three qualified trainers with relevant field experience. The contract allows up to 50% of work to be subcontracted with appropriate approvals.
