Bio-waste acceptance and valorisation from the Unstrut-Hainich district

Summary

Open procedure concerns the acceptance and valorisation of bio-waste from the Unstrut-Hainich district, including reception, weighing, possible unloading and onward transport, and high-quality, compliant recovery. The collection and transport to the transfer site by the contracting authority are not part of the contract. The waste stream comprises municipal bio-waste from private households, including plant garden waste as permitted by local waste regulations; excluded are separately collected garden and park waste, landscaping waste, roadside greenery, cemetery waste, municipal green waste, market waste, and bio-waste from gastronomy, commerce, horticulture, agriculture and other origins. The service includes acceptance at a designated transfer site, calibrated weighing with certificates and quantity documentation, possible reloading and subsequent transport, processing and recovery, removal of foreign substances, as well as the required documentation, materials flow monitoring, quality assurance and contingency measures. The transfer site must be within 10 km of the Langensalzaer Straße/Martinistraße junction in Mühlhausen, Thuringia. The service starts on 01 January 2027 for an initial two-year period to 31 December 2028, with extensions to 31 December 2029 and 31 December 2030 in accordance with the requirements. For 2027–2030, estimated quantities total 10,730 tonnes (2027: 2,300 t; 2028: 2,550 t; 2029: 2,800 t; 2030: 3,080 t), with the client able to call up to 10% more (up to 1,073 tonnes). The bidder must offer either Variant A: anaerobic digestion with biogas energy use and subsequent aerobic post-treatment or composting of the solids; or Variant B: pure aerobic composting. All services must be performed in compliance with applicable waste, emissions, fertilizer, soil protection, water and other relevant public-law requirements.
