Jülich Integrated Action Plan Update and Project Management 2027–2033

Summary

The City of Jülich seeks a two-person team—a project manager and a project assistant—to update and manage the city’s Integrated Action Plan (InHK) from 2027 to 2033. The work includes updating the plan and the status of individual measures, coordinating measures and schedules, preparing the funding application for each subsequent programme year, refining descriptions and cost estimates for up to ten measures, and maintaining cost, funding and disbursement tracking tables. The contractor must also compile application documents, coordinate and steer the participants, support public information and engagement, prepare three visualisations per year, and advise the city on securing additional funding. The process-management estimate is 70 consultant days. Optional tasks include meetings with funding bodies, working groups and advice to political bodies. Work should begin as soon as possible, currently expected from 1 January 2027, and the contract runs until 31 December 2033. The bidder must submit at least three comparable references, the qualifications of the proposed team, and a sample project-management concept with an example schedule. The team must meet the specified degree, relevant experience and urban-renewal funding and project-management knowledge requirements. The tender must also include insurance and register evidence and the required declarations. Tenders will be evaluated on comparability of references (25%), quality of the schedule and strategy (25%), team qualifications (20%), net fee (15%), persuasiveness of the presentation (5%), earliest start (5%) and commitment to a short response time for unexpected tasks (5%).
