Framework agreement for market data compliance and optimization consulting

Summary

The framework agreement covers consulting support for a comprehensive analysis and assessment of market data supply, including business, technical, process and commercial aspects. The contractor will review data and service sources, suppliers and licensing structures, and develop measures to optimize recurring market data and service licence costs, improve licence compliance, traceability of data use and audit readiness. The framework has an estimated maximum volume of 2,270 consulting days over four years, with an option to increase the volume to no more than twice the original estimate in specified circumstances. The bidder must demonstrate three relevant references, qualified key personnel and the required financial capacity. At least two references must come from different clients; two must each involve at least 150 consulting days and one at least 600 consulting days. The offer must be submitted electronically in German by 12 October 2026 at 10:00. Price accounts for 50% and quality for 50% of the award criteria.
