Winter Maintenance Service in Osnabrück

Summary

Hochschule Osnabrück is procuring winter maintenance services at four of its locations in Osnabrück. The work includes clearing snow and treating ice on footpaths, traffic and access routes, and car parks; repeating winter-service operations as needed until 10 p.m.; removing leftover grit; and, where necessary, transporting and properly disposing of snow. The approximate service area comprises 9,555 m² of footpaths and traffic routes and 3,725 m² of car parks. On weekdays, service must be completed by 7 a.m. on traffic routes and by 6 a.m. in car parks; on Sundays and public holidays, it must be completed by 9 a.m. Sand or grit is normally to be used; other de-icing agents may be used only in exceptional conditions and to the extent necessary. The contractor must provide suitable machinery and trained staff, continuously monitor local weather and surface conditions, and document operations, including with dated photographs. Bidders must inspect the sites before submitting an offer. The offer must include a service-delivery concept of no more than four A4 pages, the required declarations, the pricing schedule and evidence of liability insurance. Price accounts for 60% of the evaluation and the service-delivery concept for 40%; omission of the concept will result in exclusion of the offer. The contract is scheduled to start on 1 November 2026 and run for four years, with the first winter season serving as a probationary period. The submission deadline is 14 October 2026 at 10:00.
