Fibre Optics Study 2027 for the Baden-Württemberg Ministry of the Interior

The State of Baden-Württemberg is procuring a 2027 study of the fibre-optic broadband market for its Ministry of the Interior. Data, sources and calculations must be presented transparently; AI-generated content must be identified, and data supplied by the contracting authority must not be used in AI systems. The contract runs from award until 31 October 2027. After the report is accepted, the contractor must present the results in person in Stuttgart and provide the presentation materials as a PowerPoint file. Bids must be submitted electronically in German by 3 November 2026 at 11:00. One main bid is allowed; variants are not accepted. Price accounts for half of the first-stage score, alongside the quality of the concept and the project team’s relevant experience. The highest-ranked bidders in stage one will be invited to present in Stuttgart in December 2026. Participation requires the specified insurance and turnover declarations, at least one relevant reference, evidence of business registration, exclusion-ground declarations and the minimum-pay commitment.
