Biegerpark street lighting system

Summary

The procurement covers replacement of the existing street lighting in Biegerpark, Duisburg, with habitat-friendly lighting. The works include removing and properly disposing of 58 existing luminaires and their connection boxes, supplying and installing 58 new LED street lights and corresponding connection boxes, and carrying out the associated construction, traffic-safety, inspection and commissioning work. The required light colour temperature is 2,700 K. The illuminated routes are the horseshoe-shaped circular path, the east-west route, the path towards the school centre and the northern park path. Lighting-control units and their integration into Netze Duisburg’s existing esave system are optional, demand-based items. The technical minimum specifications must be met; equivalent products are permitted if they satisfy the requirements and preserve system compatibility. The contractor must manage site and traffic safety, obtain necessary traffic permits, coordinate the work sequence and provide suitably qualified supervision. The site manager or deputy must be able to communicate in spoken and written German. A qualified electrician must inspect the electrical installation, with measurement and inspection records provided; documentation is due within 14 days after completion. Work packages must begin no later than three working days after the written instruction to proceed. The bidder must submit the completed offer form and priced bill of quantities, a suitability self-declaration, anti-terrorism and Russia-sanctions declarations, and the waste-disposal suitability checklist. Qualification requires experience constructing a public street-lighting installation within the last five calendar years, along with declarations concerning turnover, workforce, personnel and insurance. The offer and supporting documents must be in German and submitted electronically by 25 September 2026 at 10:00. The contract is not divided into lots, variant offers are not permitted, and price is the sole award criterion.
