Selection procedures for vocational training and studies from 2027

Summary

The tender seeks an external institute to design and deliver recruitment selection procedures for the North Rhine-Westphalia State Office of Finance for 2027–2028, selecting 5 government inspector trainees and 5 government secretary trainees. The work covers planning, conducting and documenting the selection process. Around 550 applicants are expected in total, and the procurement is awarded as one indivisible contract. The procedure consists of a digital test and a digital or in-person assessment centre. The test is planned for early or mid-March 2027, followed by assessment centres in April and no later than May 2027. The test may take place at the authority’s premises or rented venues, or at applicants’ homes with online proctoring. The assessment centre includes an individual presentation or, for in-person sessions, a group discussion, followed by a semi-structured interview; each assessment centre must be supported by a trained psychologist. Bidders must demonstrate public-sector selection experience and adequate staffing and technical capacity. The participation application deadline is 12 October 2026 at 12:00. Up to three suitable applicants will be invited to submit a detailed service concept and a net-price offer. Award criteria are quality (70%) and price (30%). The planned framework agreement starts on 1 December 2026, runs for two years and may be extended by the contracting authority twice, for one additional year each time.
