Framework agreement for advisory services for the preparation, structuring and conduct of procurement procedures

Summary

The procurement covers advisory support to IKT-Ost AöR for preparing, structuring and conducting procurement procedures, particularly IT-related supplies and services. Two framework agreements will be awarded, one partner for each lot. Lot 1 covers legal advice on public procurement law and may extend to taking over an entire procedure; Lot 2 covers technical and organisational advice but excludes legal advice. A bidder may submit an offer for one lot only. Each lot covers 400 hours, 800 hours in total. Services will be called off as needed, with no guaranteed minimum volume. Fees are based on actual time spent at the agreed hourly rate, in 15-minute units, and invoices must include a verifiable time record. The framework agreements are planned to run from October 2026 to October 2028 and may be extended by one year by mutual agreement. Offers must be submitted electronically in German by 9 October 2026 at 10:00. The completed price schedule, evidence for the quality criteria, and required offer forms, suitability evidence and declarations must be submitted. Staff communicating with the contracting authority must be fluent in spoken and written German; this obligation must also be imposed on subcontractors. Price accounts for 60% of the evaluation and quality for 40%. Quality assessment includes the project manager’s relevant experience, team size and experience, and the team’s guaranteed availability throughout the contract.
