Motion sensors for fall detection in a clinical environment
Summary
The procurement covers the supply, installation, commissioning and integration of a contactless, motion-sensor-based fall detection system for a hospital, together with multi-year maintenance and support. The system must detect standing up, falls, leaving a room and restlessness, and alert care staff within 5 seconds. The solution comprises room-based radar and/or infrared or thermal sensors (without optical image recording), central monitoring and alarm software with a dashboard, and mobile notifications. Training, implementation, ongoing maintenance and support are also included. The planned deployment is across seven hospital wards with 11 rooms each, with licences required on an ongoing basis. A 12-week pilot must be conducted on a selected ward before wider rollout. The hospital plans a phased introduction beginning in the first quarter of 2027 and completion of the full rollout in the third quarter of 2028. The contract performance period stated in the notice is 1 November 2026 to 31 December 2029, and the bid deadline is 9 October 2026 at 12:00. Bidders must submit six required concepts, price the solution using the prescribed price schedule, and describe data protection, information security, integration, project delivery, maintenance and training. In each pricing section—the pilot and additional wards—the bidder must select and price either the room-based or bed-based option; the other option must be entered at zero. The system must ensure complete anonymity: no person may be identifiable on any device, including from image or potential audio data. The server must be located in Germany, C5-certified and compliant with applicable KRITIS requirements. Data protection and information security must comply with current legal requirements. Price accounts for 60% and performance for 40% of the total score; the performance score is divided equally between the six concepts and the scored recommended requirements.
