The procurement covers the complete design, preparation, delivery, documentation and public and political presentation of a citizens’ council for 50 participants from Berlin and Brandenburg. The contractor must organise stratified random selection and participant management, prepare balanced evidence-based materials, involve experts, run a three-day deliberative event, produce a citizens’ report and support dissemination of the results. The work also includes evaluation, communications, social-media formats, project management and handover.
