Anaesthesia and ventilation systems

Summary

The tender concerns a framework agreement for the supply, installation and commissioning of anaesthesia and ventilation systems. The contract runs until 31 December 2031, with a possible one-year extension at the contracting authority's option. It is divided into four lots: adult intensive-care ventilators, neonatal intensive-care ventilators, anaesthesia workstations and transport ventilators. Bids may cover one, several or all lots, but any lot offered must be complete. The participation application deadline is 2 October 2026 at 13:00 and the tender deadline is 26 October 2026 at 13:00. Documents must be submitted electronically in German using the prescribed forms. The bidder must provide technical evidence, conformity declarations and certificates, and demonstrate compliance with medical-device, electrical-safety, cybersecurity, interoperability and quality-management requirements. The supplier must be able to deliver, install, commission and hand over the complete systems, including accessories, user training, warranty service and repairs. The minimum warranty is two years; a warranty of at least three years is scored. The manufacturer must confirm that no end of service is planned or announced for ten years after the tender deadline. All mandatory technical requirements must be met, otherwise the bid may be rejected. For the framework agreement, evaluation is based on net price at 40%, net service and ancillary-services price at 20%, functionality at 20% and user review at 20%. The system must achieve at least half of the available functionality score. In the mini-competition, price accounts for 60% and user acceptance for 40%.
