Summary

The tender concerns the preparation of an integrated energy district concept for the Englische Siedlung Brokhausen. The district covers approximately 12.2 hectares and 169 buildings, most of which are heritage-protected. The objective is to identify technically, economically and organisationally feasible climate-neutral energy solutions while taking heritage protection, the municipal heating plan and the requirements of the KfW 432 programme into account. The work includes an analysis of the existing buildings and energy use, comparison of heating-supply options, assessment of renewable-energy, electricity and charging-infrastructure potential, target setting, an implementation plan, stakeholder participation, reporting and project management. The study must consider, among other options, building-level and shared air-to-water heat pumps, warm and cold local heating networks and other justified alternatives proposed by the tenderer. The planned service period is from 1 January to 31 December 2027, and the participation deadline is 17 September 2026 at 12:00. The tenderer must have at least three compliant previous integrated energy district concepts and competence in technical energy planning, urban planning and heritage protection, economic analysis, and stakeholder participation. The submission must be electronic and in German; alternative tenders are not permitted. Tenders will be assessed on the quality of the methodological approach, project-team qualifications, price and presentation, each weighted at 25%.
