eIDAS-Compliant Workflow Signature Solution for the City of Halle (Saale)

Summary

The tender covers a cloud-based, eIDAS-compliant workflow solution for electronic signatures and seals for the City of Halle (Saale). The initial pilot is intended to test real-life processes, user behaviour, administration effort and acceptance in the participating municipal departments. The solution must support simple and qualified electronic signatures, qualified remote seals, eID-based identification, external signers, Word/PDF/PDF-A documents, workflow management, audit trails, reporting, integrations and EU-based processing and backup. The framework agreement has a maximum value of EUR 110,000 including VAT, or EUR 92,436.97 excluding VAT, for the period from 1 October 2026 to 31 December 2026. There is no minimum purchase commitment. The bidder must submit prices for the required transaction, software, implementation, training, maintenance and support items. Price carries 30% of the evaluation, quality 55% and additional optional capabilities 15%. The offer must also include a demonstration video of no more than 15 minutes and a concept of no more than 10 A4 pages. Participation requires at least three successfully completed public-sector e-signature implementation references, an eligibility declaration or European Single Procurement Document, and confirmation that the necessary staff are available. The offer must be submitted electronically through the contracting authority’s portal, in German and using the prescribed forms.
