Preparation of a potential analysis and concept study for establishing Carbon Capture and Utilization (CCU) in Saarland

The tender concerns a scientific, analytical and economic study of the potential for capturing, transporting and using carbon dioxide in Saarland and the surrounding cross-border region. The contractor must analyse the regulatory framework, emitters, potential users, technologies, transport options and costs; define five promising regional CO2 utilisation pathways; assess them under scenarios for 2027, 2031 and 2035; and prepare 5–10 policy recommendations. The work includes regular digital coordination, up to seven half-day workshops and a half-day presentation to the ministry leadership. Deliverables are two interim reports of up to 30 pages each, an accessible final report of up to 80 pages and a two-page executive summary, all in German. The contract period is 26 October 2026 to 30 April 2027. Chapter I is due by 4 December 2026 and Chapter II by 1 March 2027. The bid deadline is 21 September 2026 at 09:00, and the bid must remain binding until 26 October 2026 at 16:00. Price accounts for 60% of the evaluation and quality for 40%.
