Senior adviser for organisational and strategy consulting in an international context

Summary

The tender concerns senior strategic, organisational and executive advisory services supporting selected processes within UNRWA in a politically sensitive international environment. The work includes strategic process design, governance and decision-making support, high-level dialogue design and moderation, organisational consulting, executive advisory, coaching, mentoring, reporting and quality assurance. The assignment runs from October 2026 to 20 December 2027 and provides for up to 55 expert days for one team leader, with work in Beirut, Amman and online. Offers must be submitted in German by 17 September 2026 at 13:00 Berlin time. The technical offer accounts for 70% and the price offer for 30%; only technically evaluated offers achieving at least 500 points will proceed to price evaluation. Negotiations will not be held.
