Framework Agreement for Bicycle Leasing for Employees in the Havelland Area

Summary

This is a framework agreement for arranging a complete bicycle-leasing service for employees in the Havelland area. The provider will organise bicycle leasing, the mandatory insurance and service packages, an online portal for orders, damage claims and returns, and the necessary operational support. The participating employers are Havelland District, the towns of Nauen and Falkensee, and the municipality of Wustermark, with approximately 2,200 potential users. The initial contract term is 36 months, with an option to extend it by 12 months. Individual leases normally last 36 months. The estimated volume is 150 contracts during the initial term and approximately 50 more if extended; there is no minimum purchase volume, and the maximum is 500 contracts. The bid must price the mandatory lease, comprehensive bicycle insurance, insurance covering employer payment-default and employee departure risks, and at least the required service package. Each 36-month lease must include three annual safety inspections. Employees must be able to choose new bicycles, electric bicycles with motor assistance up to 25 km/h, and cargo bicycles; speed pedelecs are excluded. The total value of a bicycle, eligible accessories, insurance and services must not exceed €7,000 including VAT, and each employee may use no more than one bicycle at a time. The provider must have at least three contractually affiliated physical specialist bicycle retailers in Havelland District and demonstrate a dense retailer network within a 10 km radius around the district. Bidders must submit an implementation concept, a list of cooperating bicycle retailers, a price sheet, the required declarations, and three comparable references for employee bicycle-leasing services. Offers will be evaluated on price, implementation concept, retailer network, and insurance and protection services. Bids must be submitted electronically in German; the contract is not divided into lots and alternative bids are not permitted.
