Framework agreement for replacing endoscopy systems in gastroenterology at Hannover Medical School
Summary
Hannover Medical School intends to award a four-year framework agreement to one supplier for the phased or complete renewal of endoscopy systems used in gastroenterology. The procurement covers seven fully operational endoscopy workstations and a total of 34 endoscopes, together with the necessary video processors, light sources, monitors, ancillary equipment, installation, integration, user instruction, maintenance and repair services. One technically compatible existing workstation may be retained instead of ordering a new one. The tender documents specify the detailed equipment configuration and technical requirements. Bidders must offer and price the complete target configuration of seven new workstations and provide a free practical test. Testing normally lasts 10–14 calendar days per bidder, and the bidder bears the related costs. Orders under the framework agreement depend on actual need and budget availability, so the agreement does not guarantee that all quantities will be ordered. The investment ceiling is EUR 1,800,000 excluding VAT and the service ceiling is EUR 1,200,000 excluding VAT, for a total ceiling of EUR 3,000,000 excluding VAT. A complete seven-workstation replacement is preferred in 2026–2027 if the budget-impacting cost, after accounting for the take-back value, is no more than EUR 1,500,000 including VAT; otherwise implementation will be phased. Maintenance and service agreements for each newly supplied device will run for eight years. Tenders will be scored out of 100 points: technical assessment and practical testing account for 25 points each, investment costs for up to 30 points, and maintenance and service costs for up to 20 points. Bidders must demonstrate compliance, submit at least three comparable references from the previous three years, provide evidence of insurance, and submit the required certificates and declarations.
