Security and Guarding Services – HB1 Site Security and Premises Surveillance
Summary
The tender concerns guarding and premises surveillance at the construction site at Brunnenstrasse 188–190 in Berlin during the comprehensive renovation of the building. The services include continuous readiness, two parallel daytime security functions, access control for people and vehicles, patrols, monitoring of construction-site fire and safety risks, digital guard reports, night-time camera surveillance and alarm response. The contract is planned for 30 November 2026 to 22 February 2030, a period of 39 months; the probationary period is 12 months. During daytime operations, the bidder must provide continuously staffed access control and simultaneous patrol and construction-site security. The indicative volume for each function is 7,800 hours. The scope also includes Sunday and public-holiday work, extended daytime operations, approximately 300 site passes, an electromechanical turnstile, night surveillance with at least four cameras, and a 24/7 alarm and intervention service. The bidder must demonstrate average net security-services turnover of at least EUR 2,000,000 in 2023–2025, at least 10 suitably qualified employees, the required liability insurance, at least one compliant previous reference and DIN 77200-1 certification or equivalent evidence. All deployed personnel must be properly qualified, proficient in German, subject to reliability checks and registered in the relevant register. The offer must also cover data protection, infrastructure-risk, documentation and collective-pay requirements.
