Design and supply of excise stamps for 2027–2028

Summary

The procurement covers the design, production and delivery of excise stamps required for excise goods, including alcoholic beverages and tobacco products, in Hungary in 2027–2028. The estimated quantity is 789.5 million stamps per year, with a possible 20% variation. The net contract ceiling is HUF 12,829,583,760; the contracting authority undertakes to order 70% of that amount, while the remaining 30% is an option. The contract will run no earlier than 1 January 2027 until the ceiling is exhausted, and in any event no later than 31 December 2028. In addition to production, the supplier must design the stamps, meet strict quality, security and classified-information protection requirements, and allow checks at production and storage premises. Production, storage of security features and materials, and personalisation of the stamps must take place in Hungary. Applicants need relevant prior experience, compliant samples and product descriptions, at least two specialists with the required education and experience, and a valid site security certificate at the required level. This is an accelerated restricted procedure; participation requests must be submitted on paper. Price is the only award criterion.
