Procurement of insurance services

Summary

The procurement covers five insurance-service lots: (1) property and liability insurance, (2) comprehensive motor insurance for 82 vehicles, (3) compulsory motor third-party liability insurance for 140 vehicles, (4) group employer’s liability insurance for employees, and (5) directors’ and officers’ liability insurance. Bids may be submitted for one or more lots. Cover is scheduled from 1 January 2027 to 31 December 2028, with up to two extensions of 12 months each. Property insurance covers the buyer’s buildings, equipment, stock and IT equipment on an all-risks basis; the insured amount is HUF 20,974,402,000, with a permitted variation of up to 20%. Comprehensive motor cover includes, among other risks, vehicle damage, theft, robbery, vandalism, natural events and glass damage. Compulsory motor liability cover is required for vehicles and other registered machinery. The group employee liability policy covers 352 employees at present, while the directors’ and officers’ policy has a limit of HUF 500,000,000 per claim and per year. Detailed coverage and terms are set out in the tender documents. The bidder must be an insurer legally authorised to provide insurance services and must have a specialist with the required relevant experience for each lot bid for. Bids must be submitted electronically in Hungarian; no tender guarantee is required. Evaluation assigns 80% to the 24-month net price and 20% to the time to contact the injured party after a claim is reported (24 hours is the most favourable offer; 48 hours is the maximum).
