Security services at National Health Insurance Fund premises

Summary

The procurement is divided into two security-service lots for premises of the National Health Insurance Fund: (1) unarmed physical guarding, including guarding property and managing access during working days; and (2) alarm-system security, together with routine maintenance and repair of existing alarm, video-surveillance and access-control systems, including the supply and installation of spare parts where needed. Bidders may submit an offer for either or both lots and may be awarded both. Each contract will run for up to 36 months or until the maximum value for that lot is reached, whichever occurs first. The maximum values, excluding VAT, are EUR 1,632,620 for Lot 1 and EUR 327,380 for Lot 2. Before submitting an offer, bidders must inspect every site covered by the relevant lot and attach a separately signed inspection protocol for each site; offers without the protocols will not be evaluated. The offer must include a security concept for each site. Both lots require a valid private security licence covering the relevant activities and locations, minimum turnover over the last three completed financial years, and relevant experience from the last three years; Lot 2 also requires competent maintenance specialists. Price is the sole award criterion for Lot 1. For Lot 2, the monthly price for system maintenance accounts for 60% of the financial score and the monthly price for alarm-system security for 40%. Offers must be submitted electronically. The successful bidder must provide a performance guarantee of 5% when signing the contract; no tender guarantee is required.
