Supply of hot meals in 2027–2028, renewable twice

Summary

The procurement comprises two lots for the supply of hot meals in Oud-Turnhout in 2027–2028; according to the notice title, the contract may be extended twice. One lot covers freshly prepared regular and dietary meals, consisting of soup, a main course and dessert, delivered to the homes of people with reduced self-reliance. Hot meals are required on weekdays, and cold or reheatable meals must be available for weekends and public holidays. The supplier arranges home delivery using its own staff and logistics and invoices users directly; the local service centre provides client details and the applicable social tariff. The other lot covers hot meals for the village restaurant at Local Service Centre Eigenaard, with invoices sent to the municipal administration. For either lot, the bidder must evidence at least EUR 100,000 in relevant business turnover, hold food-safety authorisation for activities ACT 025 and ACT 026, and provide a self-monitoring guide or its own HACCP plan. The bid must also include an approach plan addressing the specified topics. The award criteria are price (30%), meal quality (40%) and the approach plan (30%). The bidder must deliver two sample menus to Local Service Centre Eigenaard on 10 November 2026; the meals must be hot and delivered in the same way as home-delivered meals. A performance bond is also required, equal to 5% of the original value of the lot excluding VAT, rounded up to the next ten. Bids must be submitted electronically by 29 October 2026 at 10:00.
