Procurement of refurbished water meters up to DN30

Summary

Pannon-Víz Zrt. is seeking 25,000 refurbished water meters with nominal diameters DN15–DN30: 22,000 DN15, 1,000 DN20, 1,000 DN25 and 1,000 DN30. The contract runs until 31 December 2028 or until the quantity is exhausted, with an option to extend it by up to 12 months. The buyer undertakes to order at least 70% of the framework quantity during the contract. The bidder must offer compliant, fully refurbished water meters, each individually verified. Among other requirements, the meters must have valid MID type approval and a valid verification mark at delivery; the required accuracy ratio is at least R80 and the protection rating is IP68. The meters must be wet-running, multi-jet impeller meters with specified installation lengths: 170 mm for DN15, 190 mm for DN20, and 260 mm for DN25 and DN30. The offer must include the pricing spreadsheet, manufacturer and model details, technical parameters, Hungarian-language product descriptions, data sheets and installation instructions, together with the required type-approval and registration evidence for the measuring insert intended for drinking water. The bidder must demonstrate net revenue of at least HUF 75 million from sales of new and/or refurbished water meters over the previous three closed financial years, and experience selling at least 13,000 new and/or refurbished verified water meters. The required bid guarantee is HUF 3,000,000, and the minimum warranty is 24 months. Net offer price accounts for 90% of the evaluation and additional warranty of 0–24 months accounts for 10%.
