Framework agreement for household appliances, consumer electronics and telephony equipment

Summary

The tender is for a framework agreement covering purchases of white goods, such as washing machines, tumble dryers and dishwashers; brown goods, such as radios and televisions; and telephony equipment and accessories. The agreement will run from 1 January 2027 to 31 December 2030. Deliveries will be made to various Emmaüs Monnikenheide locations, including sites in Zoersel, Wuustwezel and Malle. The estimated contract value is EUR 280,000, and the framework agreement will have one contractor. Tenderers must meet the stated financial thresholds and provide at least two references for relevant supplies to care institutions during the previous three years. The tender must include a logistics plan for delivery and installation, a plan for recycling old appliances with evidence of cooperation with a recycling partner, and details of an organised repair service and helpdesk. A designated contact person with Dutch proficiency of at least C1 must be available throughout the contract. Critical work involving access to living areas, moving goods within them, and installing the goods may not be subcontracted. The award assessment covers discounts on catalogue prices, the per-minute repair labour rate including travel time and costs, helpdesk availability, and delivery speed and flexibility.
