Mobile voice and data transmission services

Summary

The procurement covers a single integrated mobile communications service package: mobile voice and data services, roaming, and a direct connection to the mobile network. Services must be provided continuously for 12 months from 13 October 2026. If the contract is signed after 12 October, the term starts at the beginning of the day following signature. The contracting authority may extend the contract unilaterally by up to 3 months in total. The estimated volume is approximately 2,300 combined voice-and-data subscriptions. The authority commits to at least 1,900 subscriptions and may increase the volume to a maximum of 2,600. Each subscription must enable both voice and mobile data. Minimum nationwide coverage is 98.2%; services must operate on LTE and 5G networks and support roaming within and outside the EU. HD voice must be available on 4G and 5G. The provider must also supply a direct connection for calls from fixed-line phones to the mobile network, with 2 × 30 voice channels. Domestic calls to mobile and fixed-line numbers must be covered by the flat-rate monthly charge without additional per-minute or connection fees. A net device-purchase allowance of HUF 20 million must be made available. The bidder must hold nationwide LTE and 5G frequency-use authorisation in Hungary and provide at least one reference for continuously delivering mobile voice and data services for at least 9 months to at least 1,300 subscriptions. The bid must include a HUF 1,500,000 bid guarantee and the required qualification, technical, and pricing documents. Bids must be submitted electronically; alternative bids are not allowed. Price is the only award criterion, and the submission deadline is 9 October 2026 at 10:00 Central European Time.
