Modernisation of the Gogoșu Hydroelectric Power Plant

Summary

The procurement covers a comprehensive upgrade of the two hydro units and auxiliary systems at the Gogoșu hydroelectric power plant. The works include modernising the hydraulic turbines and generators, electrical and control systems and auxiliary equipment, implementing SCADA, and commissioning the upgraded equipment. In particular, the work includes replacing Kaplan turbine runners and turbine governing systems, generators and their excitation systems; some tanks and other equipment will be refurbished. The site is in Gogoșu, Romania. The estimated value is EUR 158,548,779 excluding VAT; the contract lasts 54 months, including a 48-month execution period. The bidder must have average global annual turnover of at least EUR 60 million for 2023–2025 and must have completed similar works worth at least EUR 10 million in total during the past 15 years. The required experience covers hydraulic turbines, generators, hydromechanical equipment, substations rated at least 110 kV, and power-plant automation and SCADA systems. The bidder must also provide an experienced Project Manager, Design Team Coordinator and Site Managers’ Coordinator, and hold valid ANRE E1, E2 and A3 certificates or equivalents. Evidence of ISO 9001 or equivalent quality management is required for design and construction activities, and ISO 14001 or equivalent environmental management for construction works. The bid must include a EUR 1,585,487 tender guarantee valid for at least 120 days from the submission deadline. The successful bidder must provide a performance guarantee equal to 10% of the contract value. In the evaluation, price accounts for 40%; technical warranty duration, hydro-unit outage duration, block outage duration and the increase in the turbine’s weighted average efficiency each account for 15%. Each hydro-unit outage must be no longer than 14 months, the block outage no longer than 3 months, and the efficiency increase must be at least 2%.
