Summary
The Bucharest Emergency Clinical Hospital is establishing a single-lot framework agreement of up to 24 months for medical equipment and supplies used in patient care, mobilisation, transfer and transport. The estimated maximum framework value is RON 12,952,580, and up to three suppliers may be selected. The purchase covers up to 25 intensive-care beds, 3 burn-care beds, 30 electric beds, 30 patient bedside cabinets, 5 hydraulic stretchers, 25 patient transport chairs, 4 examination tables and 3 patient transfer systems. Exact minimum and maximum quantities and technical requirements are set out in the tender documents. The equipment must be new and supplied in a complete, ready-to-use configuration. Supply includes transport, delivery, installation, testing, commissioning, training for medical and technical staff, and handover of operating and maintenance documentation. Bids are evaluated on price (40 points) and quality. Quality criteria assess an intensive-care bed’s automatic gradual adaptation to rotational therapy and recording of treatment history; features of a burn-care bed that assist patient repositioning and decontaminate microspheres; and access to height-adjustment controls from both sides of the stretcher and examination table. The bid submission deadline is 3 November 2026 at 15:00. To participate, tenderers must complete the required declarations and demonstrate registration and authorisation for relevant activities, the specified previous supply experience, a medical-device operating permit where applicable, and compliance with the quality-management requirements. The qualification requirements are detailed below; initial declarations regarding exclusion grounds are required, and supporting evidence may be requested from the leading tenderers.
