Strengthening and restoration works on DN 73D near km 46+200

Summary

The procurement covers strengthening and restoring the carriageway of the DN 73D road near km 46+200, in Mioarele, on the right bank of the Argesel River. The planned contract duration is 20 months. Depending on traffic conditions, the works may need to be carried out during the day and/or at night; additional night-work costs will not be reimbursed separately. The bid must be priced on the basis of RON 35,267,290.45 excluding VAT. The contracting authority may subsequently procure similar works worth up to a further RON 12,343,551.66; the total value including this option is RON 47,610,842.11 excluding VAT. The procurement is conditional on securing the necessary budget commitments and may be cancelled if funding is unavailable. The bidder must demonstrate legal registration and experience, during the previous five years, in new construction, modernisation or rehabilitation works on public roads of at least technical class IV, with a total value of at least RON 17,600,000 excluding VAT. The contract must have a project manager with a technical higher-education qualification and at least one relevant contract involving road design and construction or construction works. The technical offer must include the manager’s degree, CV, availability declaration and references confirming experience. If subcontracting is planned, its share must be stated and a subcontracting agreement submitted. The award criteria are price (40%), the works’ warranty period (36%) and the project manager’s experience (24%). The warranty must be at least 36 months: 36 months earns 0 points, more than 36 and up to 48 months earns 18 points, and more than 48 months earns 36 points. For the manager’s experience, one contract earns 0 points; 2–3 contracts earn 6 points; 4–5 earn 12; 6–7 earn 18; and 8 earn 24 points. A bid with no qualifying contract is non-compliant.
