Design and construction of the Buftea transport depot

Summary

The City of Buftea is procuring the design and construction of a transport depot, with an estimated value of RON 29,366,591.07. The contract covers preparation of the technical design and permit and construction documents, the designer’s technical assistance, design verification and a final energy audit, as well as construction and the remedying of defects during the warranty period. The works include a vehicle maintenance hall, wash facility and immobiliser, an external platform and fencing, and the installation of, among other things, a 146 kWp photovoltaic system, ten 60 kW electric-vehicle charging stations, a BMS/EMS system, ventilation and a heat pump. The contract lasts 18 months: 3 months for design and 15 months for construction. Bidders must demonstrate the required registration, annual turnover of at least RON 23 million in each of 2023–2025, relevant experience in similar works and design services, and suitable quality and environmental management certifications. The team must include people responsible for occupational safety, quality management and environmental management. Evaluation assigns 40% to price, 10% to experts’ experience, 15% to the works quality management plan, 25% to energy performance and 10% to additional warranty. The minimum works warranty is 36 months; additional warranty is scored for up to 24 extra months. Tenders must be submitted through SEAP and include the European Single Procurement Document.
