Accommodation-based community-supported living services for adults with disabilities

Summary

This four-lot framework agreement covers accommodation-based, community-supported living services for adults with disabilities. The provider must deliver support adapted to each person’s needs, helping people undergoing deinstitutionalisation or at risk of re-institutionalisation to live in the community and participate in social life. Services will be delivered in premises made available by the provider in Romania’s West, North-West and Central regions. The framework agreement runs for 36 months, with an estimated total value of RON 6,773,997.60 across all lots. Bids may be submitted for up to four lots and must be filed electronically through SEAP by 6 November 2026 at 15:00. Bidders need social-service provider accreditation and a valid operating licence, the required document establishing the service, suitable premises and a qualified team comprising a social-service coordinator and at least three specialists. The technical proposal must include evidence of staff qualifications and experience and documents proving the right to use the premises. The evaluation scores price (40 points), co-financing (up to 10), ownership of the premises (5), the service rationale (5), provider experience and beneficiary numbers (20), and the experience of the key coordinator and specialists (up to 10 points each). No tender guarantee is required.
