Insurance services for Bornholm Energy Island

Summary

Energinet Eltransmission A/S is procuring insurance coverage for Bornholm Energy Island in five lots: construction all-risks (CAR), delay in start-up (DSU), third-party liability (TPL), onshore and offshore terrorism and sabotage insurance, and environmental impairment liability (EIL). The coverage includes, among other elements, a EUR 450 million any-one-occurrence limit for CAR, primary TPL and offshore terrorism and sabotage; a EUR 50 million aggregate limit for primary DSU; and separate excess layers for DSU, TPL and terrorism insurance. EIL has a EUR 25 million any-one-occurrence limit. The planned insurance period is 1 March 2027 to 30 August 2036. The procurement has two stages: applicants first request to participate in prequalification, after which shortlisted candidates submit tenders. The deadline for requests to participate is 2 November 2026 at 15:00. The award criterion for every lot is the lowest price. For Lots 1–4, bids must follow the mandatory wording in the tender documents; Lot 1 also requires a priced DSU insurance option. For Lot 5, bidders must cover the entire insurance layer and meet the mandatory minimum requirements. Tenderers must be authorised by the Danish Financial Supervisory Authority to underwrite the relevant risks in Denmark and have a financial strength rating of at least A- from Standard & Poor’s or an equivalent rating. Applicants must submit the European Single Procurement Document (ESPD). If relying on another entity’s technical or financial capacity, they must submit the commitment letter in Appendix D of the tender documents.
