Supply of illuminated road-safety assemblies for hazardous road sections

Summary

The procurement is for a framework agreement to supply, transport and install illuminated road-safety assemblies on hazardous road sections. The equipment will provide night-time traffic warnings at locations such as roundabouts, traffic islands, pedestrian crossings, bridge ends and road dividers, and will mark hazards or damage such as landslides, rocks on the road, damaged bridges or sunken road surfaces. The framework agreement will run for 48 months, be awarded to one supplier and have an estimated maximum value of RON 74,811,664. At least eight call-off contracts are anticipated, at a rate of at least two per year; their award depends on funding being available. Tenders will be assessed on the best price-quality ratio: price 40%, product warranty period 40%, luminaire operating autonomy 10% and protection rating 10%. Detailed product quantities and technical requirements are set out in the tender documents. Bidders must demonstrate the required turnover and experience supplying similar products, have an ISO 9001 or equivalent quality management system, and be duly registered to carry out the relevant activities.
