Design and construction of renewable energy infrastructure for Galați County Emergency Hospital

The procurement covers the design and construction of renewable energy generation infrastructure for the Galați County Emergency Hospital. The scope includes preparing the technical design, execution details and permit documentation, technical verification of the design, technical assistance from the designer, and construction and installation works. The design services must be completed within 60 days and the works within 12 months of the relevant start order. The estimated contract value is RON 23,768,929.92 excluding VAT. Award of the contract is conditional on funding being secured; funding is expected to be confirmed no later than 31 December 2026. Bidders must demonstrate similar works experience worth at least RON 20,000,000 during the last five years, across no more than four contracts, and similar design-services experience worth at least RON 300,000 during the last three years, across no more than two contracts. Relevant business registration and authorisation are also required, together with the qualifications and experience of three key experts. The bid must include a quality-management methodology. Award criteria include price (40%), key experts’ experience (30% in total), the quality methodology (10%), the works warranty period (10%) and a product environmental declaration (10%). Alternative bids are not permitted. The contract also requires electronic invoicing.
